In order for a certificate of conformity to enter into legal force, it must be registered in the relevant public register of certificates, this is no secret to anyone. The registration certificate provides the issuing authority with FGIS, the Federal service for accreditation.
Previously, when entering information about the issued certificate, the authority, among others, attached information about the test reports it received from the laboratory. In other words, to register the certificate, it was enough for the authority to have the original protocols on hand.
As it has become now:
Now, when registering a certificate, you can’t specify information about available protocols. you can only add those that have already been entered.
In other words, now in order for the authority to register a certificate of conformity with the Federal state accreditation SERVICE, the laboratory that conducted tests under this certificate must first register the protocols of these tests with the Federal STATE Accreditation service.
What will change?
On the one hand, this measure has a positive effect on the transparency of the entire process and helps to identify dishonest accredited persons who are interested in issuing certificates without complying with all the requirements of the procedure (and the most frequent violation of the certification rules is the issuance of protocols without real tests).
On the other hand, this innovation was implemented, to put it mildly, a little unexpectedly: on June 30, the news was published on the Rosaccreditation website, and on July 3, it became impossible to register certificates without pre-registered test reports. No newsletters, no transition periods.
It is not surprising that many authorities found out about this only after unsuccessful attempts to enter information about the certificate in the FGIS.
Therefore, applicants should be prepared for the fact that the total period for issuing certificates of conformity may increase by several days due to the fact that now not only the body, but also the laboratory will need to register information in the Federal state registration SERVICE of Rosaccreditation, which does not always work stably and without failures.
